In this webinar, David Comb examines the National Three Tier system of regulating business activity in response to the Coronavirus pandemic, including enforcement of the regulations.

The session will be of particular interest to regulatory bodies including Local Authorities and their legal advisers and covers:

  • Regulatory Framework - The Health Protection (Coronavirus, Local COVID-19) Alert Level Regulations 2020
  • Tier 1 Base Line
  • Tier 2: Higher Alert
  • Tier 3: Very High Alert
  • Enforcement
  • Offences
  • Prohibition Notices
  • Fixed Penalty Notices

The session comes after David Comb recently advised Derbyshire County Council in relation to the prohibition of a proposed event that would have led to a gathering of approximately 1,000 people from across the country at a Festival. Whilst the event was officially cancelled in the face of opposition from the County Council and local residents, a Prohibition Notice was issued in accordance with regulations 2 and 5 of The Health Protection (Coronavirus, Restrictions) (England No 3) Regulations 2020 following concerns that unofficial attendees would still gather at the venue.

Please note that the content of the webinar is for information only and based on the circumstances at the time of delivery, rather than formal legal advice. Contact Trinity Chambers if you have a specific legal query.
