Pathfinder names new Executive Director as Carter-Hughes heads to Birmingham

Pathfinder Legal Services, which is co-owned by four local authorities, has appointed Andrew Shufflebotham as its new Executive Director, with his predecessor, Debbie Carter-Hughes, moving to Birmingham City Council.
On Shufflebotham’s appointment, Pathfinder said: “With over 30 years experience as a practising lawyer, he will be leading a diverse team of legal professionals, business support staff and other specialist experts.
“Andrew has a particular interest in the workings of local government, and the application of local government law in a way which is both practical and usable for clients in the public sector.
“We are looking forward to developing the firm with Andrew at the helm.”
Pathfinder is an alternative business structure owned by Cambridgeshire County Council, Central Bedfordshire, West Northamptonshire Council and North Northamptonshire Council.
Shufflebotham was a partner at law firm Addleshaw Goddard for 18 years. He was chief operating officer at another ABS, Kent County Council-owned Invicta Law between April 2017 and December 2018.
Carter-Hughes has been appointed Assistant Director of Legal Services Corporate and Deputy Monitoring Officer at Birmingham.
