Combined authority to select single legal adviser for £1m+ contract supporting waste service

The Greater Manchester Combined Authority (GMCA) is to appoint a single legal adviser to provide multi-disciplinary and ongoing legal support to its Waste and Resources Service.
The GMCA said: “This adviser must be able to demonstrate significant experience in the support of PPP/PFI-type contracts for similar services in the public sector.”
The initial contract period will be for 19 months between 1 June 2026 and 31 December 2027.
The GMCA has reserved the right to extend the contract for an additional two years until 31 December 2029.
The award criteria are price (weighting: 30%), approach to delivery (25%), social value (20%), understanding of GMCA context and requirements (10%), team, local presence and resourcing (10%), and communication, reporting and relationship management (5%).
