Combined authority announces intention to procure £350m legal services framework for regeneration, housing and other major projects

GMCA is acting as a central purchasing body on behalf of GMCA Group organisations and participating Greater Manchester public sector authorities.

The combined authority said: “The framework is expected to provide access to a range of legal disciplines including, but not limited to, commercial, property, planning, construction, development, procurement, subsidy control, governance, compulsory purchase, highways and related dispute resolution matters.

"The framework is intended to support both high-value strategic regeneration programmes and associated legal workstreams across participating authorities.”

The framework is expected to be procured as a Light Touch services framework under the Procurement Act 2023.

GMCA said it anticipates appointing multiple legal service providers and “expects the framework to promote collaboration, knowledge sharing, innovation, social value and support for in-house legal teams across Greater Manchester”.

The estimated value of the framework is £350m.

The estimated publication date for the tender notices is 29 October 2026. The contract is expected to run from 1 April 2027 to 31 March 2037.
