Forestry England to procure £1.2m legal services framework for renewable energy projects

Forestry England is to procure a legal services framework for renewable energy developments (notably wind energy developments) across the National Forest Estate.
Forestry England said: “Renewable development presents a new strategic opportunity for Forestry England which will require Forestry England, acting on behalf of the Secretary of State, to enter into a range of complex legal agreements including partnerships with other developers and relevant stakeholders.
“Renewable energy development is a highly specialist area, it therefore necessitates access to legal advisers with specific expertise and experience in this sector to ensure appropriate risk management and compliance throughout the development lifecycle.”
The framework, which is worth an estimated £1.2m, is expected to run from 1 September 2026 to 31 August 2030.
Forestry England expects to appoint a maximum of four suppliers.
The award criteria are expertise and capability (weighting: 40%), staffing and resourcing (15%), hourly rates (15%), contract management (10%), social value – climate chance (10%), and fixed fees (10%).
