Transport for London (TfL) has confirmed the appointment of two new Legal Directors following a strategic review of the legal department's leadership structure.

The transport organisation said the move "strengthens the resilience of TfL’s legal function and ensures continuity of high-quality support" to TfL and its shared service clients within the GLA Group.

The new structure will see six specialist legal teams led across two director positions, both reporting directly to Andrea Clarke, General Counsel.

Diane Maino has been appointed Director of Legal (Commercial), overseeing the Commercial Law teams and the Commercial Dispute Resolution teams.

Katie Meredith will meanwhile become Director of Legal (Public and Regulatory, Property and Planning, and Employment), overseeing the Public and Regulatory Law, Property and Planning Law, and Employment Law teams.

The restructure follows the retirement of TfL’s current Director of Legal, Justine Curry, who will leave the organisation in May 2026 after more than 20 years of service.

Maino is an experienced commercial lawyer and leader who joined TfL from starting as a Commercial Lawyer in London Underground, managing the PPP periodic review, and acting as Head of Legal at Tube Lines during its transition back into the public sector.

She later became Head of the Commercial Law (Underground Investment Programme) team in 2012.

Meredith is a qualified barrister and currently serves as Deputy Legal Director in the Government Legal Department, where she leads a division advising ministers and senior officials across ten Government Departments on some of the most high-profile and complex public and private law litigation matters.

She has held senior legal advisory roles, including at the Department for Transport, where she led the legal team responding to urgent international and domestic transport issues arising from the Coronavirus pandemic.

She has also worked at multiple Government departments, including the Department for Business, Energy and Industrial Strategy, HM Treasury, the Foreign and Commonwealth Office and the Ministry of Justice.

Commenting on the appointments, Andrea Clarke, General Counsel at TfL, said: "Both Diane and Katie bring significant knowledge and expertise to their roles, as well as a track record of strong leadership.

"This strengthened structure will ensure our legal function benefits from enhanced resilience, depth of expert knowledge and strategic insight that will allow it to continue to provide high quality legal advice to TfL and the GLA Group in support of those organisations’ priorities and the Mayors Transport Strategy.”
