Local Government Reorganisation (LGR) proposes replacing England’s two-tier council system, where county and district councils share responsibilities, with single-tier unitary authorities.

Timelines for implementation vary between areas, with some authorities already set on reorganisation arrangements while other authorities are still going through public consultation before a formal decision is made on reorganisation arrangements. Most new unitary councils are expected to be in place by 2028. From that date, all council services including waste services will be provided by the new unitary councils.
